The Minnesota Public Utilities Commission has scheduled the MISO Utilities 2011 Fourth Quarterly Update Meeting for Friday, December 9, 2011 from 10:00 AM to Noon in the Commission’s Large Hearing Room. The Commission invites oral comments and discussion from Minnesota electric transmission utilities and other interested persons on the following topic:

Extended Locational Marginal Pricing:

A high level overview of what ELMP involves, including what prompted its development, and pros and cons expected.
Whether MISO should run settlements with parallel operations for a period in order to measure the expected benefits of lower uplift cost.
Discussion of examples showing the changes from the current system to ELMP.

We would ask MISO to arrange for appropriate staff to be available for this discussion. We are also very interested to know Minnesota utilities’ thoughts about the ELMP proposal and guidance on any areas of concern as we evaluate the proposal. If time permits, the Commission would also welcome comments on other activities at MISO of concern to utilities and stakeholders.
