In the Matter of a Potential Proceeding to Investigate the Wholesale Rates Charged by Qwest Under 47 U.S.C. §271.

1. Should the Commission reconsider its April 23, 2010 Order?
2. If the Commission reconsiders its April 23, 2010 Order, should the Commission modify its finding that it has jurisdiction over the rates for wholesale elements even if those elements are not subject to section 251 of the Telecommunications Act of 1996?
3. If the Commission reconsiders its April 23, 2010 Order, should the Commission modify its order requiring Qwest to file a price list, along with justification, for wholesale elements? (PUC: Briefing Papers - Krishnan)
